OSAP Skills Assessment for Tradespersons Seeking Australian Migration
The OSAP Skills Assessment is the Offshore Skills Assessment Program, administered byTrades Recognition Australia (TRA), and it is the mandatory assessment pathway for overseas-trained tradespersons applying for most permanent skilled migration visas to Australia. Without a positive OSAP outcome, a visa application for a trade occupation cannot proceed.
What is the OSAP Skills Assessment?
The OSAP Skills Assessment is a formal evaluation of whether an overseas-trained tradesperson can perform at the required Australian skill level in their nominated occupation. TRA does not conduct assessments directly. Instead, TRA authorises a network of approved Registered Training Organisations (RTOs) to carry out the practical and documentary evaluations on TRA’s behalf. The RTO recommends an outcome, which TRA then reviews and formally issues.
The assessment applies to tradespersons applying for permanent skilled migration visas. It does not apply to the Subclass 482 Skills in Demand visa or the Subclass 485 Temporary Graduate visa, which use the separateTSS Skills Assessment Program.
Important: Four licensed trade occupations must always be assessed through OSAP and cannot use any other TRA program: Electrician (General), Electrician (Special Class), Air-conditioning and Refrigeration Mechanic, and Plumber (General). These occupations require face-to-face practical assessment due to Australia’s strict licensing standards.
Who Needs the OSAP Skills Assessment in 2026?
The OSAP Skills Assessment is required for overseas-trained tradespersons who meet all three of the following conditions.
- You are applying for a permanent skilled migration visa including Subclass 189, 190, 491, 186, or 494.
- Your nominated occupation is on theOSAP Offshore Skills Assessment Occupation List.
- Your passport is from a country on the OSAP Offshore Skills Assessment Country List for your nominated occupation.
If your country of passport is not on the country list for your occupation, you may still be eligible for OSAP if you are willing and able to travel to Australia or another approved OSAP assessment country to complete the practical component of the assessment.
Tradespersons applying for the 482 Skills in Demand visa do not use OSAP. They apply through the TSS Skills Assessment Program instead. Confirming which program applies to your visa subclass before lodging is essential, applying under the wrong program causes avoidable delays.

OSAP Assessment Pathways
The OSAP Skills Assessment operates through two pathways. Your pathway depends on whether you hold a formal qualification in your nominated trade.
Pathway 1: Without an Approved Australian Qualification
This Pathway is for people working in the trades, and who do not have a relevant Australian trade qualification. Applicants need to have completed a minimum of 5 years full-time paid experience working in the nominating trade, including a minimum of 12 months full-time experience working in the nominating trade in the 3 years immediately prior to the date of application.
Pathway 1 involves three assessment stages in sequence:
- Pre-assessment: The RTO checks your eligibility and employment currency before you commit financially.
- Documentary Evidence Assessment: The RTO reviews your qualifications, employment evidence, and supporting documents against Australian trade standards.
- Technical Assessment: A technical interview plus a hands on practicalskills assessment in Australia or at an approved overseas location.
Licensed Occupations Only: In Australian states and territories electricans and plumbers would also have a hands-on Face to Face Practical Assessment in addition to theTechnical Assessment. This is due to licensing and safety requirements in Australian states and territorys.
Pathway 2: With an Approved Australian Qualification
Pathway 2 is for tradespersons who already hold a relevant Australian AQF qualification in their nominated occupation. You must demonstrate at least 3 years of full-time paid employment in the trade, including at least 12 months within the 3 years before your application date.
Pathway 2 applicants do not need to complete a Self-Assessment Questionnaire. The documentary and technical assessment stages still apply, but the prior qualification reduces the evidence threshold required. This makes Pathway 2 generally faster than Pathway 1 for eligible applicants.
Documents Required for the Offshore Skills Assessment Program
Document preparation is what determines whether your OSAP Skills Assessment proceeds smoothly or stalls at the pre-assessment stage. All documents must be high-resolution colour scans of originals.
All Pathway 1 and Pathway 2 Applicants
- Valid passport with photo page clearly visible.
- All formal trade qualifications and certificates, with official English translations if not already in English.
- Employment evidence covering the required years: at least two forms of pay evidence per year claimed, such as payslips, superannuation statements, or bank statements showing employer deposits.
- Employer reference letters describing specific trade duties performed, equipment used, and duration of employment.
- Trade licences or permits where applicable for your occupation.
- Curriculum vitae covering your full employment history in the nominated trade.
Additional Evidence for Pathway 1
- Completed Self-Assessment Questionnaire confirming competency in mandatory and elective trade units
- Video evidence demonstrating selected work tasks using appropriate tools and personal protective equipment, where requested by the RTO
- Additional supporting evidence such as photos, drawings, or project documentation that demonstrates hands-on trade competency
